创新与社会流动性:同一枚硬币的两面

5.政策方向的结论与思考

  本文的一个主要结论是,人们不必在促进创新驱动型增长和促进社会流动性之间做出选择。有几项明确的政策可以同时促进两者:

  第一,改革竞争政策,使之不再只关注市场份额和市场界定等静态标准,而更多地开始关注市场进入和创新这些动态方面。这既可以促进生产率提高,又可以通过支持新进入者创新来促进社会流动性。

  第二,改革教育体系,尽量减少“消失的爱因斯坦”和“消失的居里夫人”。这要求制定政策,帮助所有学生发现和追求科学、研究和创新事业。可以部署一系列广泛的政策工具,包括实习和指导计划。(*“Aimhigher计划”于2004年启动,并于2011年停止,该计划提供了许多针对非传统背景和少数群体学生的政策范例,这些政策旨在促进他们接受高等教育的机会。)这将增加潜在创新者的数量,使经济更具创新性,并通过从事创新,扩大攀升高收入阶层的空间,使经济更具包容性。
